The Independent Electoral and Boundaries Commission (IEBC) has appointed Moses Ledama Sunkuli as its acting Chief Executive Officer, replacing Hussein Marjan.
In an appointment letter dated Thursday, January 5, IEBC Chairperson Erastus Ethekon said Sunkuli was selected due to his extensive experience in election management and his deep institutional knowledge of the Commission.
Before his appointment, Sunkuli served as IEBC’s Director of Electoral Operations, a role that placed him at the centre of the Commission’s core electoral processes. According to IEBC, his long service within the institution makes him well-suited to steer the Secretariat during the transition period.
Sunkuli has worked with the electoral body for more than a decade. His professional journey at IEBC began in 2009 when he was appointed a Constituency Elections Manager.
According to his LinkedIn profile, his responsibilities included voter education, voter registration, and the management of general elections.
Between 2010 and 2017, he served as a Regional Elections Coordinator before rising to the position of County Elections Manager (CEM), where he oversaw electoral operations in Kericho and Marsabit counties.
Following his appointment, IEBC updated Sunkuli’s profile on its official portal, describing him as an election expert with over 12 years of experience in electoral administration and management.
Academic background
Sunkuli is an alumnus of Kilgoris High School and is a trained teacher by profession. He holds a Bachelor of Education (BEd) degree in Secondary Education from Moi University.
He later pursued management studies, earning a Diploma in Business Management from the Kenya Institute of Management in 2003. He went on to obtain a Bachelor of Commerce (B.Comm) degree from the University of Nairobi, before completing a Master of Business Administration (MBA) in Strategic Management from the same institution in 2016.
In addition, Sunkuli holds a Master’s degree in Business Management, specialising in the Management of Democratic Elections in Africa, from the University of South Africa. According to the IEBC portal, he is also registered and certified under the Associate of Chartered Insurance of London (ACII), the Associate of the Insurance Institute of Kenya (AIIK), and the Associate of the Chartered Institute of Arbitrators (Kenya Chapter).
Media presence
Sunkuli has largely kept a low media profile over the years. However, he came into the public spotlight during the 2022 presidential election petitions, where he submitted an affidavit before the Supreme Court in his official capacity at IEBC.
He also made headlines in December 2023 after being awarded the Order of the Grand Warrior by President William Ruto, in recognition of his service.
His appointment comes at a critical time for IEBC as the Commission seeks to stabilise its leadership and rebuild public confidence ahead of future electoral processes.
